العيون ترنو جميعها باتجاه جنيف، بانتظار ما ستؤول إليه المفاوضات، أو كما يتم تسويقها بأنها (مباحثات) تهدف إلى حلّ للصراع في سورية. ولعلّ أحلام الشعب السوري تتعلّق في كل مرة بأي جهد يخفف المعاناة التي فرضها النظام المجرم عليهم، ولكن الحقائق الجيوسياسية على الأرض السورية والمصالح الإقليمية والدولية لا زالت تؤشر إلى أن البيئة السياسية الإقليمية والدولية لم تصل إلى مرحلة اتخاذ القرارات المصيرية، رغم أن الدول الإقليمية والدولية وصلت لقناعة بضرورة تخفيف حدة الصراع حالياً، وليس إنهائه بالكامل لأن الجميع مدرك أن الصراع الممتد في سورية لمدة 5 سنوات لا يمكن حصر آثاره بمفاوضات سياسية فقط؛ بل يلزمها تغيير وقائع على الأرض.. ودائرة العنف التي أطلقها النظام المجرم في محاولته إخماد الثورة السورية لا يمكن حصر تداعياتها إلا بإخراج المولّد الرئيسي للعنف من مركزه بشكل نهائي، لكن هذا الأمر ليس مطروحاً حالياً بسبب المساندة الروسية الإيرانية للنظام، وتشتت وتشرذم البديل الثوري له.
وعليه، فإن أردنا أن نؤشر إلى قراءة سياسية عقلانية لما يحدث على أرض الواقع في سورية، وانعكاساتها على المفاوضات السياسية لوجدنا أن النظام وحلفاءه وضعوا جلّ جهودهم في الفترة الماضية لاستحصال أوراق قوّة قبل المفاوضات، تمثلت في احتلال مناطق سلمى وربيعة في اللاذقية وتأمين منطقة الساحل بالكامل، إضافة إلى احتلال مناطق في حمص وأخيراً في درعا من خلال احتلال الشيخ مسكين. بينما الدول المساندة للثورة، وخاصة الإقليمية منها كالسعودية وتركيا، لم تعمل على الرد على هذا الأمر من خلال مساندة قوى الثورة المسلّحة على الأرض، مما ساهم في خسارة هذه القوى لهذه المناطق، وهذا يطرح السؤال: هل هذا يؤشر إلى أن هذه الدول تخلّت عن دعمها للثورة السورية، وقد تم تسليم الورقة السورية بالكامل للروس والإيرانيين؟
أعتقد أن الإجابة بالتأكيد أن هذا الأمر لم يحصل، لأن الدول الإقليمية الرئيسية تدرك أن هذا الأمر يهدد أمنها القومي مباشرة، وهو ما لن تسمح به إطلاقا، ليس من باب الوقوف الأخلاقي مع الشعب السوري، بل انطلاقا أساساً من قراءة مصلحية ترتبط بوجود هذه الدول. وعليه، يبدو أن هناك توافقاً إقليمياً ودولياً بالحدود الدنيا أفرز التطورات الأخيرة في سورية. هذا التوافق ينبني أساساً على ضرورة إيجاد مرحلة جديدة وصورة جديدة للصراع في سورية، سمتها الرئيسية تخفيف حدة الصراع وتغيير الوقائع على الأرض وإيجاد قوى جديدة، وبميزان قوى جديد. يمكن لهذه التغيرات أن تفرز في النهاية حلّاً للصراع في سورية.
ولعل القرار الأممي الأخير 2254 هو خير دليل على هذا التوجه؛ حيث أكد القرار على خطوات عملية تسهم في تخفيف حدة الصراع، ولكنه ابتعد عن أي نقاط قد تؤشر إلى إنهاء الصراع وخاصة عقدة رحيل رأس النظام.
ولعل السؤال الذي يطرح نفسه هنا هو إذا كانت الصورة بهذا الشكل، فما الفائدة التي ستجنيها الثورة من اشتراكها في هذه المفاوضات؟
إن هذا السؤال هو من أهم الأسئلة التي كانت تدور في خلد أعضاء الهيئة العليا للتفاوض، والتي امتازت لحدّ الآن بمهنية عالية في الأداء، وخاصة أداء رئيسها رياض حجاب؛ فأغلب قادة المعارضة يدركون أن النظام سعى وبكل جهده إلى تحويل المناطق المحررة إلى مناطق غير صالحة للعيش، من خلال القصف الممنهج والحصار، ولذلك فإن الوصول إلى خطوات إنسانية، والتي تضمنها القرار الأممي، وخاصة وقف إطلاق النار وفكّ الحصار وإدخال المساعدات، سيجعل من المناطق المحررة مناطق قابلة للسكن، ويعيد لها بريقها، وبالتالي سيعيد للثورة من حيث لا ندري بريق العمل المدني الثوري، وهو العمل الذي يمكن -إن توفر الوعي الكافي- أن يفرز ميكانيزمات قادرة على طرح بدائل سياسية حقيقية، تكون قادرة على التعامل مع المصالح الإقليمية والدولية، وبالتالي يكون إنهاء النظام أمراً قابلاً للتحقق. وربما تعود للثورة بوصلتها باتجاه بناء سورية دولة ديمقراطية مدنية، وهي الوجهة التي سعى النظام وبكل جهده إلى حرفها بالاتجاه العنفي ووسم الثورة بالإرهاب. لذلك سيسعى النظام للمماطلة وعدم الإيفاء بأي تعهد إنساني، وخاصة وقف إطلاق النار، لذلك لا بدّ من تبني استراتيجية تفاوضية وفق محددين رئيسين:
أولاً: عدم التنازل عن تحقيق البنود الإنسانية التي تضمنها القرار الأممي 2254 بأي شكل كان، وقد أثبتت الهيئة التفاوضية مقداراً عالياً من المهنية لحدّ الآن في مقاربتها لهذا الموضوع.
ثانياً: رفض الوصول إلى أي اتفاق يشرعن بقاء النظام.
