لم تشفع آلة الحرب لمساحات سوريا الزراعية مما أدى إلى انخفاض كبير في المساحات المزروعة انعكس على الأسواق بنقص كبير في المواد الغذائية حتى استدعت الحاجة إلى الاستيراد لتعويض النقص.
إلا أن الاستيراد ليس بكفيل دائم لمعالجة الأزمة الغذائية، وتسعى الحكومة السورية لإطلاق مشروع يشجع على الزراعة الأسرية وذلك بتمويل 5000 أسرة في السنة الأولى للمشروع موزعة على 50 قرية في محافظات ريف دمشق وطرطوس وحلب واللاذقية وحماة، وتظن حكومة النظام بأن مشروعها كفيل بتأمين الاكتفاء الذاتي للأسر المحتاجة وبشكل خاص للعائلات شديدة الفقر وذوي الشهداء والعائلات التي تعيلها النساء.
وتعريف الأمن الغذائي بحسب المنظمة العالمية للغذاء والزراعة (الفاو)، هو توفر الإمكانية الفيزيائية والاقتصادية-الاجتماعية لكافة البشر للحصول على الغذاء الكافي والصحي الذي يؤمن العناصر الغذائية الضرورية للقيام بفعاليات الحياة الصحية.
فالأمن الغذائي يتطلب توفر الجوانب التالية:
- توفر كميات كافية من الغذاء بنوعية جيدة.
- توفر إمكانية الحصول على الغذاء الكافي للأفراد والأسر.
- توفر شروط التغذية الجيدة بما فيها الوجبات المنتظمة، الصحية، الماء النظيف والشروط الصحية-الصحة العامة.
حذرت المنظمة الدولية من انهيار النظام الزراعي في سوريا بسبب الحرب، إذ “ستدخل البلاد في مواجهة صعبة لتوفير الغذاء لسكانها ولسنوات كثيرة”.
وقدرت “الفاو” العجز في القمح السوري في 2015 بنحو 800 ألف طن عن حاجة السوق المحلية، التي تقدرها مؤسسة تجارة الحبوب السورية بنحو 3,2 مليون طن.
وفي بيان صحفي مشترك صادر عن الفاو وبرنامج الأغذية العالمي في روما، 29 يوليو 2016 – في تقرير قدمتاه إلى مجلس الأمن الدولي، حذرت منظمتان أمميتان من أن النزاعات الطويلة في 17 بلداً تسبب الانعدام الشديد في الأمن الغذائي لملايين الناس وتعيق الجهود الدولية للقضاء على سوء التغذية.
ووفقاً لسلسلة جديدة من البيانات الموجزة الخاصة بسبعة عشر بلداً أعدتها منظمة الأمم المتحدة للأغذية والزراعة (الفاو) وبرنامج الغذاء العالمي تأتي سوريا في المرتبة الثانية حيث يحتاج 8.7 مليون شخص، أي 37 بالمائة من عدد السكان قبل الأزمة، إلى مساعدات غذائية وتغذوية ومعيشية عاجلة.
يأمل النظام السوري في سعيه للحصول على منحة من برنامج الأغذية العالمي لتتميم مشروعه المقتصر على الأماكن التي يستطيع الوصول إليها متجاهلاً دوره في الاخلال بالأمن الغذائي ومساهمته في تجويع المناطق المحاصرة.
